When an agency arranges transport and a guide, the commercial proposal is only the start of the review. Who contracts with the group? Who performs each service? Which vehicle will cover the route, and which documents apply to that particular operation? Dividing those questions between the enquiry, booking and departure gives organisers and travellers a clearer process.

At Mundo a Passeio, the group's registration, contract and payment are handled by our agency. For charter transport and guiding requests, we consult partners according to the route and availability; we do not own a fleet. Identify the operator, guide and applicable documents as each service is agreed. A tourism registration is not a transport authorisation.

At the enquiry stage: identify everyone providing a service

Send the departure point, destination, dates, pick-up points and every planned local journey. State whether you need transport, a guide or both. Request the legal name and details of the company that will carry the group and the identity of the guide if one is booked. The organising agency and transport operator may be separate legal entities. One company's document cannot establish the other's status.

The route determines which authority to consult. For travel within a municipality, check the local rules with the city government or municipal transport authority. Article 30 of Brazil's Constitution addresses local matters and collective transport; it does not create one municipal licence for the whole country. For journeys between municipalities in Rio Grande do Sul, DAER says it authorises, manages and supervises the state's occasional and continuous charter services. ANTT is the reference for interstate and international road passenger charter transport in Brazil. If the classification is unclear, present the complete itinerary to the competent authority before booking.

What does Cadastur establish?

Cadastur is the Brazilian Ministry of Tourism's register of tourism service providers. Tourism agencies and tourist transport operators are among the activities for which registration is mandatory, according to the official service page. Check the agency and the company actually carrying passengers separately, under their respective activities. For a guide, request a name and registration details. The guide registration service describes technical training, registration, certificate and badge requirements.

Use the public Cadastur portal and compare its result with the proposal and certificate. The Ministry's Viaje Legal guide points travellers to this register. It helps identify a provider. It does not guarantee service quality or replace the transport operator's authorisation for the planned journey.

Before booking: match the authority and document to the route

For an intermunicipal charter in Rio Grande do Sul, obtain the operator's details and identify the licence appropriate to the service. DAER advises passengers to request its issued licence before travel and check the validity of the Laudo de Inspeção Técnica (LIT), the insurance policy and proof of premium payment. Registration in RECEFITUR and the operator's application for a Licença de Turismo through SID are separate steps described by DAER. Company registration alone therefore does not complete the trip review. The relevant official pages are listed below; take discrepancies to DAER's charter and tourism division.

For interstate or international charter transport under ANTT, check the company, vehicle and operation separately. The Termo de Autorização para Fretamento (TAF) establishes the company's authorisation. Vehicles and drivers must also be registered. Request the vehicle's details, driver's identity, confirmation of registration and an appropriate driving licence. ANTT indicates a charter service lookup using the legal name, Brazilian company number (CNPJ) and/or number plate. If that service is unavailable, its telephone number is 166.

Do not automatically apply Rio Grande do Sul state requirements to a municipal journey, one in another state or an interstate journey. An agency can organise the checks, while the transport operator must identify the documents for the service it will actually provide.

Before boarding: compare the documents with the actual journey

For interstate tourist or occasional charter transport, the authorised company issues a Licença de Viagem through the ANTT system before departure. According to ANTT, it contains the company, contracting party, vehicle, drivers, itinerary, times and passenger list. Agree in advance who will collect traveller details and when the list should be ready. Check that the document received matches the booking, including any change of vehicle or professional.

For services under DAER's authority, request the licence applicable to the journey and check the other documents indicated by the agency. Whatever the jurisdiction, resolve differences in names, dates, vehicle or route before boarding. Ask for evidence of the insurance coverage applicable to the service; ANTT guidance addresses civil liability insurance. That coverage is distinct from any optional travel insurance bought separately.

A simple sequence helps: during the enquiry, record the route and responsible parties; before confirming, review registration, authorisation and the documents already available; near departure, compare the operation-specific documents with the final details. Assign someone at the agency and the operator to follow up. Filing a proposal does not prove that the departure documents were reviewed.

Organise your request with Mundo a Passeio

Tell us the route and services you need through our coach charter page, tour guiding page or WhatsApp. Partner enquiries depend on availability and route feasibility. Ask who will perform each service and agree when the documents will be checked before confirming arrangements to the group.
