People who have never hired a coach usually find out, midway through their first quote, that the service has its own name, its own rules and its own paperwork. It is called fretamento (bus charter), it is regulated by the Agência Nacional de Transportes Terrestres and it requires the contracted company to hold an authorisation that not every company has.
This page gathers what to ask before you commit, for anyone organising a group trip, a caravan, or an outing for a church, school, club or company. Mundo a Passeio organises group trips by road departing from Porto Alegre, and these are the questions we hear most.
Is hiring a coach with a driver the same as vehicle hire?
No. Vehicle hire is when you take the car and drive it yourself. What you contract for a group trip is a bus charter: the company supplies the coach, a qualified driver and the whole transport operation, and is responsible for the driving and for the vehicle's compliance throughout the route.
The difference is not just one of wording. Because a bus charter is a regulated passenger transport service, it comes with requirements for authorisation, licensing and insurance that an ordinary hire does not have. That is why the price of one cannot be compared with the price of the other.
Who is responsible for the trip: the operator or whoever organised the group?
The authorised company that operates the coach is responsible for driving the vehicle and for the regularity of the transport. Whoever organised the trip is responsible for the group, the itinerary and the passenger list.
It is worth knowing this beforehand, because many people organise a group trip believing they have bought a package when they have hired only the coach. If the agreement covered only the vehicle, accommodation, tickets, the guide and what happens if someone falls ill on the road remain the organiser's problem.
Which documents should you ask the company for before signing?
Two, and both are legitimate requests that a regular company provides without complaint.
The first is authorisation from ANTT. For interstate and international travel under the charter regime, the companies that may issue a licence are "companies previously registered and holding the Termo de Autorização de Fretamento (charter authorisation), the TAF, with qualified vehicle and driver".
The second is the Licença de Viagem (trip licence) for your trip. According to ANTT, it is the "document that must be issued by the company holding a valid Termo de Autorização de Fretamento, before the start of each trip". It lists the contracting party, invoice, vehicle, driver, boarding points, route, times and the list of those travelling. Without up-to-date Civil Liability Insurance, the licence is not issued.

Can you check for yourself, without relying on what the company says?
You can, and it takes a few minutes.
Cadastur, the register run by the Ministério do Turismo, has a public search at cadastur.turismo.gov.br. Registration is mandatory for several categories in the sector, and one of them matters directly here: "Tourist transport companies are those whose corporate purpose is the provision of surface tourist transport services." If the company that will carry your group does not appear in the search, that is the time to ask why.

Why does the company ask for the passenger list?
Because the law requires it. Tourist charter, defined by ANTT as the movement of people in a closed circuit, on an occasional basis, for sightseeing, excursions and tourism activities, requires a passenger list and an invoice in line with the characteristics of the trip. The official list stays with the driver during the journey.
The expression that matters here is closed circuit (circuito fechado). It means that the vehicle is authorised to carry a known set of people, not to pick up passengers along the way. When someone offers a single seat on a coach presented as chartered, it is worth asking under which regime that trip was licensed.
Book directly with the operator or through an agency?
It depends on what you want to take on.
Directly with the operator, you get the vehicle. This is the route for those who already have the itinerary, accommodation, guide and list sorted and need only the transport.
Through an agency, you get the vehicle plus the organisation around it: the briefing, the choice of which operator suits that kind of group, the itinerary, the stops, the real boarding time and someone to answer the phone when something goes off plan. An agency that works with groups all year already knows which operator serves which profile well, and that is what you are buying together with the seat.
Anyone organising a trip from another city or state who needs a coach in Rio Grande do Sul comes in through the same door.
What if the group is not yet confirmed?
Ask for a quote as soon as the date and destination are set, even if the number of people is still open. The number almost always adjusts; the available date does not.
A group that is still forming is the rule, not the exception. What holds up a quote is the lack of a date and destination, not the lack of a list.
How far ahead should you start looking?
There is no single figure, and anyone who promises one is guessing. What exists is a logic of supply: there are far fewer tourist coaches than groups wanting to travel in the same weeks of the year, and on long holiday weekends or big event weekends the whole region's fleet is already committed.
The practical way to think about it is this: the lead time you need is proportional to how closely your date resembles the date everyone else has chosen.
I do not want to organise anything: is there a ready-made option?
There is, and for many people it is the right answer. Mundo a Passeio sells seats per person on ready-made trips, with itinerary, accommodation and accompaniment included, and in that case there is no list to compile, no licence to check and no operator to choose: all of that has already been done.
Organising a group trip is real work, and it tends to be underestimated by those who have never done it. Before taking it on, it is worth looking at the calendar of departures and checking whether the trip you were going to put together does not already exist ready-made.
Who arranges the coach in the case of Mundo a Passeio
The bus charter is arranged by the partner agency Guatambu Travel, which does not own a fleet and hires the vehicle through a network of partner operators. The service has its own page at guatambutravel.cc, and the detail of what the law requires and how the operation is put together is in bus charter for groups. Anyone who needs ground support in Rio Grande do Sul, and not only the vehicle, will find the equivalent in ground services for groups.
